Surrounded

After a full night of repairs, Dr. Kuseno restores Genos completely. The cyborg thanks his creator and vows he will not be beaten again, though Kuseno urges him to stay cautious and avoid recklessness. Meanwhile the Monster Association goes public, broadcasting news of its captured hostage and its open declaration of war, and dread ripples through the city. Metal Knight pitches Child Emperor a scheme to wipe out the enemy base by killing every monster inside, the hostage included, but the Hero Association refuses, so Metal Knight withdraws from the operation and leaves Child Emperor irritated. As word spreads, aspiring monsters stream toward the hideout hoping to enlist, only to be cut down by Saitama, who is racing to catch the garbage truck.

In a park, Tareo and his friends realize a stranger has taken over their little secret shack. Pushed forward by the others, Tareo steps inside to shoo the intruder out and finds Garou waiting. He nervously tells Garou to leave, and Garou quickly senses the boy was coerced. Outside, Death Gatling has gathered a squad of A and B-Class heroes to spring a trap and orders the children away. Within the hut, Garou tells Tareo that standing up to his tormentors means growing stronger, a lesson the boy already grasps. Then Garou feels the bloodlust ringing him in, understands he is cornered, and asks Tareo to hand over the hero catalog.

Dr. Kuseno finishes rebuilding Genos, who resolves never to lose again. The Monster Association publicly declares war and reveals its hostage, and Metal Knight abandons a strike plan after the Hero Association rejects sacrificing the captive. Saitama slaughters would-be recruits heading for the enemy base. Garou is discovered hiding in Tareo's park shack and finds himself surrounded by Death Gatling's assembled hero team.

This Monster Association Arc chapter was collected in Volume 15 and has no webcomic counterpart. Its cover gathers Fubuki, Lily, Mountain Ape, Eyelashes, Genos, Saitama, and King, and its content maps to anime Episode 22. A bonus page shows Genos swimming inside an overbuilt submarine body while an unimpressed Saitama drifts in a float ring.
