The one offense he refuses to pardon is betrayal; the first person ever to wrong him was castrated for it, an act that ironically fastened the nickname "Eunuch" onto Santiago rather than his victim. That hard edge sits strangely beside the amusement he takes in defiance, since Vicious's blunt insolence tends to entertain him instead of provoking his wrath.
Santiago first surfaces only in passing, named by Ana when one of his men, Daveed, starts a brawl with the detective Bachman inside her bar. He soon proves central to a larger plot: alongside Mao Yenrai, he is one of the figures Vicious means to install in place of the syndicate's Elders. Mao doubts he will cooperate and recounts the origin of his "Eunuch" title while briefing Vicious.
The conspirators gather at Santiago's manor, where he treats the occasion as cause for celebration and has his servants pour an expensive wine. Mao sips politely while Vicious drains his glass and needles his host, yet the rudeness only delights Santiago. Bargaining over the plan to topple the Van, he pushes the promised cut from two percent up to three, a demand that irritates Vicious but which he ultimately grants.
On the appointed night, Santiago arrives at Vicious's penthouse flanked by two guards, breaking their agreement to come alone. The two men spar over the breach before settling on entering Red Dragon Headquarters together and unaccompanied. There the scheme is set in motion, but it unravels through disguise: the figure dressed as Vicious and executed turns out to be Santiago, while the real Vicious survives, cloaked in Santiago's identity.
