Koichi Tadakoro

Koichi is a short, heavyset man, standing roughly 150 centimeters and weighing close to 90 kilograms. His hair and eyes are both black, and he dresses formally in a dark suit with matching dress shoes.

Background checks paint Koichi as a diligent and dutiful public servant who took his work on the Tokyo Rising project seriously. Whether that clean reputation was entirely deserved is left in doubt, since investigators tie him to associates suspected of fraud.

Koichi's death arrives without warning as he leaves a building and steps toward his waiting car. Sanji Yaguchi meets him there and lands a single blow so powerful that it tears Koichi's head from his body, killing him instantly. A freelance reporter happens to capture the moment on camera, and the resulting footage draws Section 9 into the case. Ishikawa's research turns up the picture of a careful, dutiful bureaucrat attached to the Tokyo Rising project, prompting the Major to order a deeper search across the net.

That search links Koichi to Ishiwata, another of Sanji's targets, a man who illegally employed refugees granted Japanese citizenship. Suspicion falls on Koichi as the one who arranged those grants, yet Ishikawa can find no solid proof of corruption. Prime Minister Tate later confirms Koichi's role as a mediator on Tokyo Rising, and while the exact motive for his killing stays unclear, the Chief suspects it stemmed from his ties to the project's frauds, and the Major goes further, wondering whether Tate's father-in-law Sachio Otomo had paid him off.
