In the world of SAC 2045, the Sustainable War is a manufactured, AI-managed conflict that reframes warfare itself as an industry. The great powers agree to fight one another endlessly, propping up their economies on a cycle of destruction and replacement.
Set within Ghost in the Shell: SAC 2045, this engineered conflict began in 2042 when the American Empire, guided by the artificial intelligence known as AI Code 1A84, brought the other G4 powers, Russia, China, and the European Union, into a shared arrangement. Together they formally declared war an economic sector, a deliberate engine meant to lift the global economy rather than settle any grievance.
Rather than open slaughter, the fighting followed rules laid down and overseen by machines. Combatants steered clear of wrecking major cities and vital infrastructure, leaned on hired guns and self-directed war machines, and aimed mostly at enemy equipment and vehicles while trying to seize opponents instead of killing them. Because the industrial base could keep churning out replacements, the losses were meant to renew forever. Even so, the war uprooted communities and dragged ordinary towns, Palm Springs among them, into the line of fire.
After the Synchronized Global Default struck in 2044, the conflict turned into the sole prop holding up the G4 economies. It also spawned crowds of impoverished raiders who braved the fighting to scrape by or to punish the one-percent elites they blamed for their ruin. By 2045 the mercenary outfit GHOST, assembled by Motoko Kusanagi and other veterans of the disbanded Section 9, had taken a contract defending a California town from those raiders.
