Neptune Crystal Power, Make Up

Michiru Kaiou speaks this phrase to assume the mantle of Sailor Neptune, drawing on her Neptune Crystal to fuel the change. At first the words lift her into her Super form, and later they grant her Eternal shape once she has bolstered Sailor Moon's Holy Moon Chalice with the might of Triton Castle. The command runs through the printed story, through Crystal, and through the Sera Myu productions.

The transformation happens almost instantly. Michiru lifts her hand, shouts the words, and emerges as Super Sailor Neptune. Its debut comes in the Dream arc chapter Mirror Dream and in the second part of Sailor Moon Eternal, where she performs it beside her fellow Outer Guardians at the threshold of the Dead Moon Circus and rescues the Inner team from the Amazoness Quartet. Later in that same arc she raises her hand and cries a shortened Neptune Crystal Power to pour energy into Eternal Sailor Moon's Eternal Tiare, then takes on a look echoing Eternal Sailor Moon's own, known as Eternal Sailor Neptune.

The phrase is Michiru's alone. During the Stars arc, the Inner Guardians shift into their Eternal forms at the Three Lights concert when Sailor Iron Mouse attacks, and both Haruka and Michiru are assumed to do the same off screen, though her words are never shown. She reaches her Eternal state on a handful of further occasions without the change being depicted. On stage, she uses the command in Amour Eternal to become Super Sailor Neptune. A comparable transformation driven by Hotaru's power occurs during the anime's fifth season.
