Pluto Crystal Power, Make Up

Pluto Crystal Power, Make Up is the phrase Setsuna Meiou speaks to change into Sailor Pluto, drawing on her Pluto Crystal. She relies on it in the manga, in Pretty Guardian Sailor Moon Crystal, and in the Sera Myu productions.

Setsuna channels the words through her Pluto Crystal, which at first lifts her into her Super form. Later the same command grants her Eternal form, unlocked once she feeds power into Sailor Moon's Holy Moon Chalice using the strength of Charon Castle. In practice she simply raises a hand, calls out the phrase, and shifts instantly into Super Sailor Pluto.

Setsuna Meiou is the sole user. The line debuts in Act 45 of the manga's Dream arc, mirrored in Sailor Moon Eternal Part II, where she transforms beside the other Outer Guardians at the gate of the Dead Moon Circus and pulls the Inner Guardians out of danger from the Amazoness Quartet. In Act 49 she raises a hand and shouts the shorter Pluto Crystal Power to charge Eternal Sailor Moon's Eternal Tiare, then takes on a form akin to Eternal Sailor Moon's. Throughout the Stars arc she reaches her Eternal form more than once without being shown transforming, so it is assumed she still uses this phrase. On stage, she speaks it in Amour Eternal to reach Super Sailor Pluto. A comparable transformation, powered instead by Hotaru, occurs in the opening episode of the anime's fifth season.
