DeVleene styles herself after a frilly maid, and heart shapes run all through the costume. A puffed-sleeve top sits above a lace collar finished with a bow and a small lacy heart, while her short black skirt hangs from shoulder suspenders over a lace underlayer. A heart-shaped apron tied with a bow at the back and a pair of heels complete the look. She is full-figured, with pale, cropped curls framing her face.

Around Valentine's Day, DeVleene rolls out a line of sweets she calls Rainbow Chocolates, treats engineered to leave anyone who eats them heavier and worse for wear. Once much of the city's female population has ballooned, she opens a spa dangling the promise of slimming them back down. The parlor is a front, and its real purpose is to drain the life energy of everyone who checks in. Minako Aino, fighting as Sailor V, eventually cuts the operation short and finishes DeVleene with a Sailor V Chop backed by her Crescent Slender Beam.

Her chief weapon is the Rainbow Chocolate Attack, tied to the doctored candy that fattens and weakens its consumers. Paired with the fraudulent spa, it lets her harvest energy from a wide pool of unsuspecting victims.
