Neo-Queen Serenity is the thirtieth-century sovereign of Crystal Tokyo and all of Earth in the first Sailor Moon anime, the destined future of Usagi Tsukino. She rules alongside King Endymion and is the mother of Small Lady.
She wears a reworked take on her princess gown, dropping the shoulder pieces and swapping the small bow for a broad, wing-shaped one. Her blonde hair grows far longer, and she adds a crown and fresh earrings while the crescent stays fixed on her brow. Her features read as more grown than the twentieth-century Usagi, finished with bright pink lipstick, though the trademark hairstyle carries over. To Small Lady, this figure is the one who truly counts as her mother, whereas the present-day Usagi feels more like an older sister, a resemblance so strong that others often take the two for siblings. Where her past self pipes up in a higher register, the queen speaks in an even, mature tone, softened toward a slight lilt in the Viz dub.
She rules with wisdom and fairness yet parents with a firmer hand, set on preparing Small Lady for the day she inherits the twin crown of Moon and Earth. Because King Endymion governs the Earth and she governs the Moon, their daughter draws authority over both worlds. Wiseman twists that strictness in Small Lady's mind, convincing the child that her mother is coldly severe and even hateful toward her, none of which reflects the truth.
The second season reveals that Usagi is fated to become queen of a renewed Silver Millennium called Crystal Tokyo, a thirtieth-century realm where Earth and Moon flourish together, with Mamoru at her side as King Endymion. She reaches that station after turning back a second Ice Age, an event the story leaves largely unexplained. Under her rule the world is cleansed of evil and sickness, and the Legendary Silver Crystal grants the population lifespans stretching across centuries. Uranus, Neptune, and Pluto hail her as the Messiah of Peace set against the Messiah of Silence, Mistress 9. Touches of comedy persist: a letter she sends the Guardians is written almost entirely without kanji, proof that even a millennium on the throne never made her a fluent writer, and Diana notes that she and the King sometimes feign illness to duck official meetings.
Her story turns dire when a Dark Crystal strikes her into a deep sleep, shielded by a protective shell the Guardians describe to Sailor Moon. She wakes as Sailor Moon uses the Silver Crystal to scatter Black Lady's darkness, and the queen labors to reach her corrupted daughter, reminding her through shared memories that parents set limits out of love rather than cruelty, which finally returns the child to Chibiusa. When Sailor Moon moves to end Wiseman, the queen's crystal flares and transforms her; alongside Small Lady, now Princess Small Lady Serenity, the two destroy him for good, and she is last seen reunited with her family and the Guardians in Crystal Tokyo.
Afterward she never appears in the flesh again, yet she keeps sending Small Lady back through the Space-Time Door to train, often signing her notes with a little self-portrait rather than a name, handwriting Usagi's friends recognize as identical to Usagi's own. She is referenced in SuperS through Diana and, in Sailor Stars, glimpsed in infant Hotaru's vision before becoming Eternal Sailor Moon, with Diana again citing her when Super Sailor Moon briefly rises to that Eternal form.
