Shingo Tsukino is the younger brother of Usagi throughout the original Sailor Moon anime. An eleven-year-old grade-schooler who trades barbs with his sister, he faithfully follows Sailor Moon without ever guessing the heroine is Usagi herself.

He comes across as pushy and dismissive toward Usagi, the sister he squabbles and competes with, though he does mind his elders. His tone with her can turn condescending enough to spark arguments, and he idolizes Sailor Moon without ever connecting her to Usagi. Underneath the constant friction, genuine love for his sister and family shows through, and he frets when Usagi is upset, just as she does for him. He carries himself responsibly, looks out for others such as his friend Mika, and outshines Usagi at school. Come SuperS, he picks up a crush on Ami Mizuno.
Shingo turns up throughout the run, now and then anchoring an episode of his own. One such story has him afraid of cats: talked into adopting a Chanela by Mika, he never realizes the creature is draining his energy until Sailor Moon rescues him, after which he heeds her advice to treat Luna more kindly and sheds his fear. In another, he shatters Mika's French doll after schoolmates tease him, deeply hurting her, but he wins back her friendship by crafting a Sailor Moon figurine as an apology. More often he fills small roles, occasionally needling Usagi or offering her pointers. During Sailor Moon R, Chibiusa's mind control convinces him and his parents that she is a visiting cousin.
