Souichi Tomoe

In the 1990s series the professor looks to be around thirty-five, with a full head of white hair and gray eyes. Big circular glasses rest on his nose, and the right lens is stamped with the sign of Germatoid. His clothing stays constant right up to the Death Busters' downfall: a pale blue striped shirt, a blue tie, blue trousers held by a dark belt, black shoes, and a white lab coat over everything. Whenever Germatoid takes hold of him, his form drops into heavy silhouette, with shadow swallowing anything from his glasses to the whole of his face; free of that influence, he is drawn plainly with no such darkening.

Tomoe stands out as the gentlest of the show's ringleaders. He tends to chat idly with the Witches 5 and, when one of them fails again and again, merely voices his disappointment rather than threatening punishment or death. He is also the franchise's most playful antagonist, forever cracking jokes, speaking in wildly overblown lines, or turning up in undignified situations such as a round of Twister with his subordinates or a hard sprint on a treadmill. That comic streak made him a favorite among many viewers.

During the third season Tomoe, controlled by Germatoid, commands the Death Busters and is father to Hotaru, the girl who carries the Messiah of Silence within her. For most of that run he is little more than a shadowed outline with only his glasses catching the light. Once Mistress 9 awakens and the Outer Guardians reach Mugen Academy to stop her, Germatoid separates from Tomoe to inhabit other creations and fight them off. The professor rushes in to plead with Hotaru to break Mistress 9's grip, and Mistress 9 responds by throttling him with her own hair until Hotaru's struggle for control forces her to let go.

Mistress 9 demands the Holy Grail, which Sailor Moon offers freely, and Tomoe hands it over, realizing only afterward that Mistress 9 has been posing as Hotaru in order to call down Pharaoh 90. When a stray blast from Pharaoh 90 wounds Mistress 9, Tomoe cradles her while Hotaru reasserts herself, and it is the girl's love for her father and her friends that lets her finally destroy Mistress 9. Tomoe is hurt as Pharaoh 90 lays waste to the surroundings. After the entity is beaten and Hotaru returns to the world as an infant, Haruka and Michiru bring the baby back to him at the hospital where he is mending.

He resurfaces just once in the Sailor Stars season, in its 167th episode, living quietly beyond the city with his baby daughter until Setsuna arrives to collect Hotaru, after which he drops out of the story for good. By that point he appears to have regained his memories, since he releases Hotaru to Setsuna without protest, as though he grasps her calling as a guardian. Notably, he is among the rare organization leaders who are redeemed and live on, a group that also includes Nehelenia and Sailor Galaxia.
