The Crystal Carillon is a mystical bell Pegasus entrusts to Super Sailor Chibi Moon so she can summon him to her side. Ringing it calls the winged guardian, and through the attack Twinkle Yell she brings his power to the team.
Handed to Super Sailor Chibi Moon by Pegasus, the Crystal Carillon exists mainly as a means of reaching him. Its role centers on communication and summoning rather than raw combat, though the anime expands its use.
In the manga and Crystal, the Carillon is a tiny object smaller than a palm, and simply sounding its bell brings Pegasus to Chibiusa. She rings it through the Twinkle Yell to speak with him, usually away from battle, and the call reaches him even if she happens to drop it. The link runs both ways, since Helios can stir the bell himself to reach her, as he does when Mamoru comes under attack and again in Elysion. The anime version is considerably larger and serves as an upgrade to Chibi Moon's earlier weapon, letting her call Pegasus during fights so he can lend his healing. She has to ring it before Super Sailor Moon unleashes her powerful Moon Gorgeous Meditation, channeling his aid into the Moon Kaleido Scope.
Super Sailor Chibi Moon is the Carillon's owner, using it throughout the Dream arc to reach Pegasus, or Helios. In one anime episode she also channels it into an unnamed attack resembling Pink Sugar Heart Attack while in her ordinary Sailor form. Various English dubs renamed the item, calling it the Crystal Bell in the CWi version and the Crystal Chime under Cloverway.

Naruto vs Luffy with the twist nobody asked for: Luffy tickled Hinata on date night, and she kind of liked it. We break down the whole fight and commit to a winner....

There are no women on Namek. That isn't an oversight, it's the biology. Why we handed Piccolo the one thing his own species rules out, and why it had to be trap soul....

No. In the manga and Crystal the Carillon is a tiny object smaller than a palm used mainly to summon Pegasus, while the anime version is considerably larger and lets Chibi Moon call on Pegasus during battle for healing help ahead of Super Sailor Moon's Moon Gorgeous Meditation.
