The Odango Covers, also called the Red Hair Pieces, are the round red ornaments that materialize over Sailor Moon's twin buns when she transforms. More than decoration, they can loose a piercing burst of sound, and Sailor Chibi Moon wears a matching pair of her own.
These red hair accessories appear on Sailor Moon's odango the instant she takes her guardian form, sitting like caps atop each bun. Sailor Chibi Moon carries an equivalent set, so the pieces are not exclusive to the lead heroine. Naoko Takeuchi described them simply as coverings worn over Usagi's buns in her published materials, and they stand out as one of the few costume elements that stay unchanged across her many forms and nearly every version of the series, the live-action adaptation being the exception.
Their best-known trait is the ability to emit Supersonic Waves, a sonic attack that both Sailor Moon and Sailor Chibi Moon can unleash. Beyond offense, the ornaments once let Usagi sense from afar that Naru Osaka was in peril, and her tears set off the sonic burst. That distance-listening power, however, showed up only a single time, in the opening chapter of the manga and the first episode of the anime, and was never revisited in either continuation.
Sailor Moon is the primary wearer, her pieces rendered as red rounds edged in white, with the live-action outline turning gold in her standard look and gaining pearls in her Princess Sailor Moon form. Sailor Chibi Moon's version copies the design at a smaller scale and adds two little protrusions on top that may be meant to suggest rabbit ears.

Naruto vs Luffy with the twist nobody asked for: Luffy tickled Hinata on date night, and she kind of liked it. We break down the whole fight and commit to a winner....

There are no women on Namek. That isn't an oversight, it's the biology. Why we handed Piccolo the one thing his own species rules out, and why it had to be trap soul....
