The Sailor Star Yell is a magical implement that exists solely in the anime, belonging to the Sailor Starlights. All three guardians hold one, and the items look identical to one another.
Function
Each Yell is put to work carrying out the Starlights' various attacks, among them Star Serious Laser, Star Gentle Uterus, and Star Sensitive Inferno. Early on the guardians unleashed these moves without the device, but as the fifth and last season advanced they turned to it more and more. The anime never explains where the item came from, so its precise role remains unclear, though the attacks plainly hit harder whenever the Yell is involved.

The Sailor Starlights are the only wielders. In one late episode Sailor Galaxia destroys Star Fighter's Yell by stomping it underfoot. The gemstones set into each Yell stand for the five Inner Sailor Guardians arranged counter-clockwise, an odd touch given the Starlights hail from a wholly different star system. Because the item lacks any backstory, many fans suspect it was dreamed up mainly to give toy makers another product to sell.
