The Star Power Sticks are the second set of transformation tools handed to the four Inner guardians. Luna delivers them alongside new communicators, and each lets its owner call up her Sailor form with a Star Power, Make Up chant.
Following the Transformation Pens, these devices become the second means by which the Inner Sailor Guardians change into their fighting forms. Luna presents them to the team together with a fresh batch of communicators. They carry the group through the middle stretch of the story before newer gear takes over.
Each stick turns its holder into her Sailor Senshi form, triggered by a phrase such as Mercury Star Power, Make Up, with matching calls for Mars, Jupiter, and Venus. Crystal swaps these for Planet Power versions of the same chants. The DiC dub claimed the sticks were ten times as potent as the pens they succeeded.
Ami Mizuno, Rei Hino, Makoto Kino, and Minako Aino each wield one. In the manga and Crystal they receive the sticks after sacrificing their own Transformation Pens to help Sailor Moon bring down Metalia, and they stop relying on them once Neo-Queen Serenity grants them stronger power. The anime puts the sticks to use across the R and S seasons in place of the pens, including the R and S films against Fiore and Princess Snow Kaguya, until the SuperS season replaces them with the Crystal Change Rods gifted by Pegasus.
