Super Sailor Moon and the three Outer Guardians confirm that Hotaru has become Mistress 9 and stands with the Death Busters. Mistress 9 declares that Earth will be remade as the new seat of the Tau Star System under Pharaoh 90, with herself as his partner, yet deep inside her, Hotaru's spirit still endures.

Sailor Moon sees Mistress 9 and a second dark presence atop Mugen Academy. The sky blackens, the ground splits, and the building collapses, leaving a fountain adrift at the peak with the unconscious Inner Guardians floating above it. Mistress 9 announces that Pharaoh 90 will fuse with the Earth much as Daimons merged with people, remaking the world as their homeland. To hold the spreading evil at bay, Uranus, Neptune, and Pluto take positions on the three surrounding towers and raise a barrier with their talismans.

Straining against Mistress 9 for command of the body, Hotaru gathers all her strength to break free, returning Chibiusa's soul and the Silver Crystal along with the other guardians' stolen souls. Mistress 9 then bursts out of Hotaru in a Daimon form, and Hotaru's spirit fades. Now revived, Chibiusa becomes Sailor Chibi Moon and Mamoru becomes Tuxedo Mask, and both rush into the fight. Sailor Moon uses the Holy Grail to reach Super Sailor Moon, Chibi Moon gains a grail of her own to become Super Sailor Chibi Moon, and the two prepare to join their new power against the enemy.

The chapter debuts Super Sailor Chibi Moon and grants a Holy Grail to Sailor Chibi Moon. A note points out that the anime instead had the four Inner Guardians raise the powerful shield around the academy, a barrier the DiC English dub dubbed the Sailor Box, through which the four made telepathic contact with Sailor Moon.
