Jo Shackles

Lean and tall, Jo wears his black hair at ear length above deep-set dark eyes. He dresses formally in a white shirt and striped tie under a trench coat, finished off with black trousers and shoes.

Jo swings between two moods with unnerving speed, wearing a genial front that can turn savage the moment things stop going his way; he once strolled up to Boiled with a friendly question, then put a bullet in the man's thigh for taking too long to answer, a volatility the story hints may be a genuine disorder. He fixates on keeping B1 a pleasant 'home,' even laying on monthly dog therapy, so when Shin roughs him up in a bid to reach the floor below, Jo reads it as contempt for his domain and lashes out with his chained handcuffs. He would rather brush any disturbance aside as nothing unusual, and after subduing Shin he elects to keep him on B1 simply because he does not rate him a threat.

A former member of the JAA's Special Detachment Unit, Jo once topped the 'This Assassin is Amazing' ranking and was called the man nearest to joining the Order, marking him as a genuinely dangerous killer. He overwhelmed Shin in their brief clash with ease, weathering a knee to the face without flinching before answering with brutal force: he cratered the floor by driving Shin into it, whipped him around by the chain, and flung him clean through a wall. His speed let him loop a handcuff around Shin's neck and slam him down before his opponent even registered the move. His signature weapon is that handcuff fixed to a long chain, which he uses to bind, drag, and hurl targets, and he keeps a handgun on hand as well, the same pistol he used to discipline Boiled. His dominance only breaks when Shin kills the power to a walk-in freezer during their rematch, leaving Jo beaten and shivering, begging for his life.
