Almost nothing of Kamihate's true look is confirmed, since he goes to great lengths to stay hidden. What glimpses exist suggest an ordinary build and a pair of loose black trousers. On assignment he drapes himself in a long yellow coat marked with navy, purple, and interior red staining, the hood drawn up to bury his face while his rifle juts out from the front. Any time he steps outdoors he pulls on a full covering cloak to mask who he is, and he grows deeply distressed whenever that face is exposed.

Kamihate is a textbook hikikomori, so withdrawn that not even his fellow Order members have laid eyes on him; a year before the main events he mentioned that his previous trip outdoors had been three years earlier. Rather than speak face to face, he has a colleague hold up a hiragana chart and shoots the characters one by one from afar to spell out messages, a trick made possible by his knack for reading the lips of anyone in his scope. His rifle never leaves his side, even at home, and the manga runs a recurring gag in which he emotes through the weapon, its muzzle standing in for the head he keeps concealed.

Beneath the eccentricity sits a cold professional who can eliminate targets one after another without hesitation, though sudden movements rattle him easily. He also nurses an odd fixation on weather girls, whom he calls goddesses on the logic that weather dictates life or death for a sniper. Above all, Kamihate is convinced that true strength lives in isolation and that leaning on others makes an assassin weak, a creed that feeds enormous pride in his record and his self-image as the perfect lone shooter. That pride curdles into frustration whenever a rival matches him, as Heisuke Mashimo repeatedly does, and it shatters into an outright breakdown the moment Heisuke finally sees his face. Only afterward does he begin to wonder whether friendship might carry him higher.

Held up as the strongest sniper the JAA has ever produced, Kamihate has claimed a Guinness World Record for long-range shooting and stood for nine straight years as the only Japanese name on KILL TIME magazine's roster of the world's hundred most influential assassins. Sakamoto warns that nobody escapes once targeted, since Kamihate's fire reaches across roughly eight kilometers with aim accurate to the millimeter, calibrated for weather, temperature, humidity, and wind. His genius lies less in raw range than in commanding an entire space with a single round: he ricochets bullets off knives, the rims of spinning wheels, street signs, and power lines to redirect them into a target, turning the whole environment into a weapon.

He proved that touch again and again during his duel with Heisuke, dropping a crane hook onto him, riding a motorcycle wheel's spin to bend a shot sideways, and firing straight through moving train windows over passengers' heads without drawing notice. Even after Heisuke destroyed his scope, his precision barely dipped. Away from the rifle he is fast and agile, hopping rooftop to rooftop and taking aimed shots in midair, tough enough to shrug off a multistory fall, and sharp-eyed enough to shoot true without optics. In close quarters he is no easy mark either, wielding the rifle as a bludgeon against two opponents at once. His weapon of choice is a silvery, high-powered anti-materiel rifle comparable to a Barrett M82, feeding expanding rounds heavy enough to shred a motorcycle.
