Oki

Standing tall with sunken cheeks and a light complexion, Oki peers out through black glasses over dark eyes and faint brows, a trimmed goatee at his chin. His long black hair is bound into two tails by a grey holder, one gathered high and the other resting at the nape of his neck. He dresses formally in a white polo held by black suspenders, a two-tone tie, and a black business suit, with a watch fastened to his left wrist.

On the surface Oki is a rigid enforcer of protocol, scolding subordinates for arriving barely over a minute late and insisting that formal requests go through the JAA even for something as absurd as his own execution. He holds himself and his leaders to a code of accountability, ready to die over failures that occurred in his absence, and he shows restraint by avoiding gunfire where civilians might be caught. Beneath that mask, however, lurks a manipulative and merciless man who dispatches suicide bombers, coerces unwilling underlings, and confesses that he simply loves killing. Sadism and a swollen sense of superiority color his actions, yet he can still extend odd courtesies to his foes, ordering Nagumo to settle a cafe tab even as his own wounds claimed him.

As the Order's head, Oki ranks among the deadliest assassins alive, boasting that he could finish even the skilled Shishiba inside a minute. A sharp intellect gives him deep command of the criminal and assassination worlds, and his mastery of the naginata lets him hold his own against former Order members. His body is a weapon in its own right; he hurls opponents into stone pillars, shrugs off kicks, a buzzsaw strike, a speeding minivan, and a car crashed through a building, and keeps moving even after a hidden blade shard pierces his chest, all while reacting fast enough to slice a thrown sake bottle in midair. His chosen armament is a red naginata adorned with a golden dragon and a silver edge, built to fold down and hide inside his coat.
