Chapter 140, titled Each One's Goal, lays out Uzuki's scheme to assassinate the JAA chairman at the exhibition. A bomb, a promise of promotion, and Muto's reluctant cooperation take shape, while Sakamoto's team trains to stop the plot.
Haruma offers Muto a sports drink, and the two rise and start walking together. Along the way they cross paths with Uzuki's crew, and Haruma asks the group whether they could use a hand killing the JAA chairman, who is attending the Assassin Exhibition of the Century.
Muto insists the chairman cannot be touched, since four Order members will be shielding him at the event. Uzuki brushes the concern aside, revealing they have already planted a bomb on site. The blast will spark chaos, and under that cover they intend to close in and finish the target. The news throws Muto into a panic, and Haruma tells him they will rely on him to pin down Asaki's precise movements, though Muto protests that the chairman is impossible to predict.
Uzuki then dangles a reward: help kill the current chairman and the seat becomes Muto's. Delighted, Muto signs on at once. The view then shifts to Sakamoto's group, who are drilling and sparring in preparation for the exhibition, set on foiling Uzuki's plan to bomb the museum.
Haruma and Muto encounter Uzuki's gang and discuss killing the JAA chairman at the exhibition. Uzuki reveals a bomb is already planted to create chaos for the assassination. Muto is tasked with tracking Asaki's movements despite the chairman's unpredictability. Uzuki promises Muto the chairmanship in exchange for his help, and Muto agrees. Sakamoto's group trains to stop the museum bombing.
