A subway kiosk worker secretly serving WISE hands Loid yet another assignment, one of many piling up beyond Operation Strix and hinting at a manpower shortage at headquarters. Dragging himself home after finishing it, he overhears the building's ladies speculating that his constant late nights mean an affair or a hidden firing. To protect the family's image he announces a weekend outing, and Anya's penguin drawing settles the destination on the aquarium.
At the subway on the way there, WISE forces one more job on him: an intelligence capsule has been smuggled inside a penguin at the very aquarium the family is visiting. With a neighbor unexpectedly joining them, Loid steers everyone toward the penguin exhibit, where two hundred birds make any quick search hopeless. Anya quietly scans the penguins' minds and points out one struggling to swallow. Excusing himself, Loid impersonates a rookie keeper, stuns the senior staff by recognizing every penguin on sight and feeding the colony with calculated precision, and pulls his target, Parles, aside for treatment. A man posing as a marine biology professor tries to claim the bird, draws a gun when his fake credentials fail, and gets disarmed with a bucket. When the fleeing terrorist heads outside to alert his comrades, Anya grabs his jacket and screams that she is being kidnapped, and Yor kicks him into the ceiling. The mission yields both the capsule and a captured source.
Loid rejoins the family carrying an enormous stuffed penguin, spinning it as a prize from a name-guessing challenge and repairing his reputation with the gossips. At home Anya inducts "Agent Penguinman" into her imaginary agency under Director Chimera and tours him around the "hideout" until Loid catches her sneaking into his room. Her tearful threat to run away dissolves when both parents join her make-believe mission to liberate a candy store, and a bag of peanuts restores household peace. The real rookie keeper, meanwhile, wakes to news of an unexpected promotion.

Closing the first cour, the episode adapts Extra Mission 1 and Short Mission 1, the first time an extra chapter reaches the screen, and marks the final use of the original opening and ending themes.
