Yor flattens Kurt and out-snarls the German shepherd sent against her, terrifying it into flight, and Keith abandons the white dog with a kick before escaping the gathering crowd. While Yor phones the incident in to the police, Anya peeks into the white dog's mind and watches a future unfold: a clock tower bell, an explosion tearing through the city, Loid dead in the rubble, and a broadcast declaring the assassination successful with war on the horizon. Unwilling to expose her power or the dog's, she invents an errand about toilet paper and bolts with the animal to rewrite what she saw.

Yor's report reaches WISE, which sweeps up the remaining students, though Keith slips the net and resolves to finish the attack himself, arming the shepherd with a bomb and rigging the clock tower as a trap for the security forces he expects to swarm it. Sylvia personally interrogates the captured radicals, kicking one mid-rant and demanding to know what their university ever taught them about war. Loid's team draws the clock tower position. Anya arrives at the plaza first, cannot decipher the clock hands from the vision, and nearly opens the rigged door before the dog's bark stops her; squeezing through a small window instead, she finds every wire on the device black, nothing like her cartoons, and settles for scrawling a ketchup warning that the door will set off the bomb.

The message stays Loid's hand at the final moment; a glance through the window with a glass shard confirms the trap, which his team leaves for the approaching State Security Service. Predicting a direct strike next, Loid borrows Minister Brantz's clothes and drives off alone, splitting from an escort led by a baffled Yuri Briar. Keith takes the bait into a riverside chase, wrecks the pursuing agents' car with a stick grenade, and looses the bomb-laden shepherd on the fleeing "minister," whose parkour betrays that no sixty-year-old is under the mask. The pursuit ends in an alleyway, where Loid drops the disguise, levels his gun at the dog, apologizes for humanity dragging it into their conflicts, and vows to end things.

Yor defeats Kurt and drives off the attack dog, forcing Keith to flee alone.

Anya witnesses a vision of Loid dying in a clock tower bombing and secretly sets out to prevent it.

WISE captures the remaining cell members while Keith rigs the tower and arms the shepherd.

Anya's ketchup warning keeps Loid from triggering the door bomb.

Disguised as Minister Brantz, Loid lures Keith into a chase that ends with him face to face with the bomb dog.

Chapters 20 and 21 supply the material, with Tomomi Kawaguchi scripting and Takahiro Harada directing from Takahiro Miura's storyboards; the Japanese broadcast fell on October 8, 2022, with English release two weeks later.

The anime softens the death vision, removing the blood pooling beneath Loid and making the older WISE agent's body visible in the rubble, while Keith's redacted plate number goes unmentioned entirely. Original flourishes include Bond boosting Anya through the window and Yuri's on-screen reaction to the disguised minister driving away, a moment the manga leaves faceless.
