Chuu Hachikawa served the CCG as an Associate Special Class investigator driven by a bitter hatred of ghouls rooted in an old tragedy. Scarred in face and temperament, he captained a squad during the assault on the One-Eyed Owl and later hunted Aogiri on Rushima Island.
Standing tall with a heavily built frame, Hachikawa wore round spectacles and kept his grey hair in a spiked style. The lower half of his face carried permanent disfigurement, damage attributed to an old clash with the ghoul gang called the Black Dobers.
In the mold of Kureo Mado, Hachikawa allowed personal loss to harden him into a man consumed by loathing for ghouls. His appetite for vengeance ran deep enough that he endangered an elderly civilian in order to strike at Black Dog, casting aside the protective duty his position demanded. Beneath that ruthlessness, a measure of concern for his subordinates survived, and he ordered a withdrawal the moment Seidou Takizawa and Shikorae cornered his people.
A decade before the main events, Hachikawa took part in an operation against the Black Dobers and watched his entire team perish while shielding a civilian. He alone walked away, his face left ruined and his outlook permanently soured by the ordeal.
During the campaign against the Owl, he commanded Squad 3 and finally faced the Dober gang again through its leader, Kaya Irimi. When Irimi drew near a bystander, he fired on both, wounding the ghoul as she moved to protect the civilian, then had his unit subdue her. Hirako warned that delivering her alive to Cochlea was the wiser choice, but Hachikawa brushed this aside, insisting he had waited too long for the chance. Kaneki intervened before he could finish her, defeating him outright and pulling Irimi to safety. He later climbed to a rooftop, ribs aching, to engage Eto with a backup Kajiri, the gold gauntlet quinque that launched crystalline projectiles, and afterward told his fellow investigators to hold fire so Kishou Arima could act.
After the Rose extermination, his team scouted Rushima as a suspected Aogiri base, cutting down grunts along the way while he grew irritated with Tooru Mutsuki for holding back his kagune. Once Takizawa spotted them, Shikorae lunged from behind and tore off his nose. Breaking loose, Hachikawa fired at the ghoul and ordered his subordinates to flee, but Takizawa deflected the shots and shattered his weapon. Left defenseless, he was run through from behind by Shikorae and killed, his body then claimed by the two ghouls. Skilled enough in close combat to dodge and counter Irimi's assault, he had earned his rank through such capability.
