Goumasa Tokage

At first Tokage looks like an unremarkable, average man. After Yamori turns the torture back on him, his face is left disfigured and covered in scars, the largest of them slashing across the left side.

Beyond his sadism, little of his character is known. He reads as a psychopath, hollow of empathy and thrilled by the suffering he causes. His usual prey are the ghoul prisoners under his watch, but once reassigned he turns to torturing and slaughtering small creatures to amuse himself. So deep runs his depravity that the Jason persona Yamori adopts is believed to borrow partly from him.

Tokage worked as an interrogator at the ghoul detention center, where he was handed a newly jailed ghoul named Yakumo Oomori, a prisoner valued for what he knew about the 13th ward. He seized that assignment to torture Yamori mercilessly over an unspecified stretch of days, until Yamori tore free and repaid every cruelty in kind. Disgraced after the escape, Tokage was moved to a CCG junior academy, where he kept up his habits by slaughtering animals and scattering their bodies around the grounds, killing roughly ten dogs, forty cats, and other creatures.

One night Suzuya caught him beside a freshly killed cat, and Tokage threatened his life to buy silence; when the crimes finally surfaced, the staff protected their colleague by pinning everything on Suzuya to head off a scandal. Years later he offers a knife and twisted encouragement to a young Tooru Mutsuki he finds dissecting a stray cat. During the Rose Extermination period he unsettles Sasaki at the 2nd Academy while asking after Mutsuki. In the years following Dragon's rise, his conduct at last catches up with him, and a student stabs him to death.
