
Mougan Tanakamaru is a former Special Class ghoul investigator who ran the CCG's 2nd Ward Branch Office. A powerful, larger-than-life presence who wielded the SS-rated ukaku quinque Higher Mind, he left the organization after the Dragon War to live as a monk.
Broad and solidly built, Mougan is a man past the middle of his life whose hair and eyes are both black. He shapes his hair into a towering pompadour and keeps a tidy mustache above his lip.
Loud and openly sentimental, Mougan wears his feelings without shame, weeping with admiration as he watched Arima battle the Owl and hollering through his own fights. He is fond of the exclamation Mmmm boy, a verbal tic that grates on some of those around him, yet the people of the 2nd ward think highly of him for how reliable he is.
Mougan sat in on a Special Class meeting over the two Owls before leading Squad 2 into the Owl Suppression Operation. There he battled and ultimately bested the Devil Ape, Enji Koma, only for Ken Kaneki to intervene, rescue Koma, and damage his quinque. When the One-Eyed Owl surfaced, he climbed to the rooftop and, after saluting Juuzou Suzuya as a model investigator, engaged her with a backup weapon. Later he attended another Special Class conference on Aogiri, staying cheerful enough to tease Koori Ui and reminisce about his boyhood on Rushima.
During the Third Cochlea Raid he was made leader of Squad 5 to defend the facility. He taunted Ayato Kirishima and fought him alongside Kiyoko Aura, and when Renji Yomo intervened he seized a moment of distraction to drive his quinque into the ghoul's gut and unleash Higher Mind's close-range blast. Moments later he was thrown when Take Hirako resigned on the spot to fight him, and he watched in disbelief as Kaneki declared himself the One-Eyed King. Reports afterward said he and Kiyoko Aura had been gravely wounded but pulled through.
As a Special Class veteran, Mougan is formidable, proven by his defeat of a Devil Ape who claimed to outmatch the Black Dog. His quinque Higher Mind is an SS-rated weapon that fires bolts of energy rather than Rc projectiles, drawing power through a wire linked to a briefcase, though he could still wound the Devil Ape severely even after that wire was severed. He can compress the output into an area blast or diffuse it into a spray of fang-shaped shots, and it counts among the rare quinques thought capable of truly harming the regenerating Noro. In the epilogue he inherited his family's temple, took vows as a monk, and later called on Ui.
