Okahira

A big, solidly constructed figure, Okahira carries broad shoulders and combs his black hair rearward, clear of his face. Thick brows crown wide, oversized eyes, while a jutting nose and chin flatten and broaden his overall look.

His character stays mostly a mystery, though he plainly disdains what he views as Furuta's cowardice and faults.

During the Rose extermination he stands at Ihei's back as she battles Matsumae, passing her a dose of T-Human once the fight turns against her. When both Ihei and Shiki Kijima die, he takes command of the surviving investigators and orders Furuta to keep behind him; Furuta instead holds him fast and turns him into a living shield, apparently killing him while insisting he obeyed the order. Aogiri hauls his body away and remakes him as a Quinx, giving him a kakugan in the left eye, sharper strength, and a kagune.

Cornered by Kurona Yasuhisa on Rushima, Akihiro Kanou springs him loose from a containment pod and sets his experiments to battle each other. Kurona outthinks him, scorches him with steam venting from a cut pipe, and runs her kagune through his gut before abandoning him. He heals, strikes from behind, and twists her head until her neck snaps, yet she lives and escapes. He then rescues Kanou after Nishiki Nishio's attack and slips away with the doctor. As the landing operation ends, he lingers with Kimi Nishino and Kanou, set to leave the island.

Later, following the Clown Siege, Koori Ui finds him in a park. Okahira warns that no matter how badly Ui longs for the dead to return, they never truly do, then departs to take the drug sustaining him. Beneath the new Tokyo Security Committee, he and his fellow test subjects lean on Kanou's pilfered stabilizers and serve the committee until their lifespans give out.
