Rio

Rio looks like a light-framed adolescent, marked out by green hair and violet eyes. His outfit runs to a purple coat lined in bright neon green, worn over a gray shirt, gray-and-white striped shorts, and boots that climb to the knee. Because the game lets players pick his Rc type, he comes with four possible masks: a horned, insect-styled visor for ukaku, a slitted red helmet for koukaku, a strapped green gas mask for bikaku, and a full-face demonic piece with jagged teeth for rinkaku. Whenever his kakugan flares, bar-like lines streak across his face, the very detail that saddled him with the name Jail.

What Rio was like before his imprisonment is never made clear, since the ordeal reshapes him almost entirely. He sets his own wants aside and pours everything into learning who Jail really is and why the blame landed on him. One tender thread survives: a fierce devotion to the older brother he believes is still locked somewhere in Cochlea. Beneath the steady front, though, his mind is fragile, cracked by that brother's death, and the grief once tipped him into a killing frenzy that cost several investigators their lives and branded him with his cruel nickname.

The so-called Jail incident sees a ghoul known only as Jail slaughter a mass of investigators, yet with almost no witnesses and no clear look at the killer, the CCG rounds up suspects and throws Rio into Cochlea. When Aogiri Tree storms the prison during the 11th Ward battle, he slips out in the chaos and drifts into town, where Anteiku takes him in and Yoshimura greets him warmly.

Chasing leads on Jail, he crosses into what he thinks is the culprit's territory and meets Ken Kaneki, who is devouring powerful ghouls to grow stronger. Sharing the same quarry, the two join forces, and Kaneki's presence keeps stirring memories of Rio's lost brother. The grim truth surfaces in time: Rio and Jail are one and the same. His brother, who raised and shielded him after they were orphaned, was hunted down by the investigator Shiki Kijima and rendered into the quinque Rotten Follow, and the horror of that loss shattered Rio into the rampage that made him Jail.

In combat his powers bend to the player's choice, any of the four kagune types, each upgradable through two further stages. Among the game's oddities, he is the lone figure besides Kaneki ever shown besting Arima at his peak, a feat that ranks him an SSS-class ghoul in Jail. Shuu Tsukiyama, meanwhile, takes to calling him Little Rio.
