Personality

Security and competence were his watchwords, fitting for a man overseeing a prison reputed to be unbreakable, a claim even Tatara acknowledged. He held the ghoul inmates in open contempt, dismissing them as worthless, yet he oddly threw his support behind the Quinx program.

History

Haisaki rose from deputy to full warden of Cochlea after Kyouji Misaka was killed in Aogiri Tree's assault on the prison. During the Torso case he walked Haise Sasaki and Tooru Mutsuki down to the third level, voicing his enthusiasm for the Quinx idea and praising the leadership's bold gamble on investigators built around a quinque. He went on to tighten the facility's defenses so thoroughly that Tatara judged a second breach all but impossible, and he later sat in on a Special Class conference weighing the CCG's next moves against Aogiri.

When the Third Cochlea Raid came, he scrambled the prison squads against Kazuichi Banjou's followers, pegged Sasaki as the one who had opened the cells, and ordered CRc gas released to put down the loose ghouls. As the prison crumbled around him and his mind flashed to Misaka's fate, Donato Porpora slipped up behind him, wrenched his head from his shoulders, and cast it aside. He had once been the sort to nickname Kishou Arima "Jack," after the playing card.
