With Aogiri surging across the wards, the CCG convenes its top investigators to hunt the ghoul they call Eyepatch, and a new partnership forms at Kureo Mado's grave. Meanwhile Anteiku reopens, Touka chases a quiet dream, and Kaneki carries out raids at Ayato's side.
A conference gathers the Special Class investigators, all except the absent Arima, whose no-show earns mixed reactions. Yoshitoki Washuu opens the meeting on Aogiri Tree and the ghoul known as the one with the eyepatch, who has been leading the group's expansion since the 11th Ward Battle and is a suspect in Kureo Mado's death. He asks Shinohara to investigate, predicts the 3rd or 13th Ward as the next target, and calls for reinforcements from every ward, including the 23rd and its prison Cochlea. His deeper worry is another disaster like the one ten years ago. Afterward Shinohara and Kuroiwa privately compare notes on the Owl, since Kuroiwa fought the costly first extermination and Shinohara the bloodless second. Hide, meanwhile, keeps working his new job as the CCG's part-timer.
At Anteiku, the staff reopen after the break-in. Nishiki grumbles about the workload and clashes with the bird Hetare, while learning that Touka is off studying for exams in hopes of entering the hard-to-reach Kamii University. At school Touka lunches with Yoriko, having blamed her injuries on a robbery, but overhearing classmates wish death on ghouls leaves her bitter and angry at Kaneki. Yoriko teasingly guesses Touka is chasing a boyfriend to Kamii, which only saddens her. The reopening celebration brings a surprise visit from Itori and Uta, who gives Hinami a cockatiel mask.
Elsewhere, Juuzou needles Seidou Takizawa until Shinohara steps in, and talk turns to Amon's new partner. At Mado's grave Amon meets a woman laying flowers who introduces herself as Akira Mado, Kureo's daughter and his assigned partner. Back at the office the team labels the ghoul Eyepatch a high-priority suspect and eyes the 20th Ward as possible Aogiri territory. Akira argues that a separate organization likely controls the ward, an idea Shinohara backs. When Amon later follows Shinohara's advice and invites Akira to dinner, she flatly turns him down because she never eats after nine.
Since joining Aogiri, Kaneki has been striking CCG headquarters alongside Ayato and killing many investigators. Ayato pulls him from a rest break for a new mission, and they rendezvous at an abandoned subway station where Eto waits with grunts. As troops move to ambush a convoy, Eto slips away alone, retreats into a book-filled room, undresses, and calls out to Kaneki.
The CCG designates the eyepatch ghoul, Kaneki, as a high-priority suspect tied to Aogiri and Kureo Mado's death. Akira Mado is introduced as Amon's new partner. Anteiku reopens after the raid, and Kaneki continues carrying out attacks with Ayato while Eto takes a personal interest in him.
