Kanae von Rosewald, an aide to Shuu Tsukiyama, delivers Haise Sasaki's underwear, which Chie Hori had gathered, in hopes of confirming a link. Tsukiyama is crushed that he cannot detect Ken Kaneki's scent on it. The Quinx Squad presses on with the Nutcracker case, finally coaxing Saiko Yonebayashi out of her room and teaming with Juuzou Suzuya's unit, who share the assignment. Learning the ghoul frequents a nightclub, they slip inside, some of them cross-dressing to blend in.

At the club, two Clowns, Nico and the former Anteiku worker Roma Hoito, recognize Sasaki as Kaneki and mourn that he is no longer himself. Roma, who craves the sorrow of the old Kaneki, muses whether his death might restore the original. A tipsy Mutsuki persuades Nutcracker to bring her to the ghoul auction where captured humans are sold to powerful buyers, while Urie, absent from the group, tests his upgraded kagune. Kanae returns the underwear to Chie, warns her against overstepping as a mere human, and departs; Chie remembers befriending Tsukiyama in her school days. Matsuri Washuu briefs Sasaki and Juuzou, approving Juuzou's request to join the auction raid and assigning Akira Mado, Nobu Shimoguchi and Take Hirako to it. Meanwhile Eto tells Ayato to guard the ghoul Big Madam at the event, and he agrees, bringing Torso, who remains fixated on Mutsuki. The Quinx train hard as the night of the auction approaches.

Tsukiyama fails to confirm Sasaki as Kaneki through scent. The Quinx and Suzuya squads infiltrate a nightclub in disguise to track Nutcracker, where Nico and Roma recognize Sasaki. Mutsuki secures an invitation to the ghoul auction through Nutcracker. Kanae threatens Chie, and Matsuri approves the auction infiltration, assigning additional investigators. Aogiri also prepares to attend, with Ayato guarding Big Madam and bringing Torso.

The title puns on "refresh." It adapts a stretch of early Tokyo Ghoul:re chapters. The episode includes a song titled "Parabellum," performed by the American YouTuber and singer AmaLee. Cut manga material includes Saiko imagining working at her mother's bar, the squad's lunch with Hanbee before the operation, and their hospital visit to a comatose Shinohara.
