Aogiri Tree

Aogiri Tree stood as one of the most dangerous ghoul organizations of its era, dealing heavy losses to the CCG and building a fearsome name among ghouls and investigators alike. It took root in the 24th Ward after Eto Yoshimura's earlier band of ghouls was crushed by the CCG more than a decade before the main story, and it rebuilt around her hidden hand until it became one of the investigators' most pressing concerns.

Authority formally rested with the enigmatic One-Eyed King, a figure so concealed that many wrongly assumed the One-Eyed Owl held the title, while Eto herself steered events from the shadows, unknown even to portions of her own force. Everyday command passed through Tatara, who carried the King's orders to the ranks, with Noro sent in to cut down enemies and a tier of powerful executives each leading their own bands, the White Suits among them. Ordinary members wore matching robes and masks and carried out scouting, guard duty, and other menial chores. The group swelled with every territory it seized, conscripting weak ghouls as laborers during its occupation of the 11th Ward, drawing high-rated prisoners like Shachi out of the Cochlea break-in, and pressing ghouls hidden inside human society into feeding it intelligence.

In public the organization promised a world where ghouls could live openly, yet Eto's deeper aim was to tear down what she called the warped root lurking within the CCG and restore balance, a goal that dovetailed with Dr. Kanou's experiments; in return it supplied him with facilities and test subjects for creating artificial one-eyed ghouls. The CCG counted it among the deadliest ghoul threats in memory, its command tier stacked with S-rated fighters even as most foot soldiers ranked B or lower. Repeated crackdowns, notably the Tsukiyama Extermination Operation, gradually wore it down, and the Rushima Landing Operation finally destroyed roughly ninety-eight percent of its strength along with Tatara. With its leadership gone and almost no members left, the group ceased to be a threat, and the surviving handful regrouped under Eto's chosen heir to the One-Eyed King title, Ken Kaneki, as the organization Goat.

Eto founded and secretly headed the group as the One-Eyed Owl, with Tatara and Noro serving as her direct subordinates. Its executive ring included Ayato Kirishima, Miza Kusakari, Naki, the Bin brothers, and Yamori, while a broad body of subordinates and associates ranged from Hinami Fueguchi and Seidou Takizawa to the human surgeon Akihiro Kanou and the broker Nico. A number of them eventually defected, most notably Kaneki, Kazuichi Banjou, and Shachi, and the CCG investigator Kishou Arima was quietly tied to the group as its true One-Eyed King.
