Clowns

Borrowing their name from the French pierrot, the Clowns bring together ghouls who hide behind jester and clown masks, claiming only that they wish to have the last laugh. Their true purpose stays deliberately murky. The Commission of Counter Ghoul kept almost nothing on them: no reliable count of members, no fixed territory, and no clear objective, a blank spot noted even in Hisashi Ogura's writings on ghoul dismantling that Hideyoshi Nagachika once read.

Its members rarely assembled as one body. On the uncommon occasions they did band together, though, their coordination proved striking. Kuramoto Itou captured the general dread by describing them as the sort of ghouls an investigator would sooner avoid than face.

Because their reputation ran deep in public awareness, the bureau poured considerable effort into a planned investigation and eradication drive. Ahead of the main events of the series, it launched a sweep against the Clowns concentrated in the 3rd ward. That mission thinned their numbers and counted as a partial win, yet it fell short of erasing them, and it stayed a near-run thing even with Kishou Arima on the field beside figures such as Take Hirako and Kousuke Houji.

Across both halves of the saga the faction wove itself into a long chain of decisive moments. Its members touched the Steel Beam Incident, Kaneki's encounter at the Ghoul Restaurant, his capture and torture under Aogiri, the hunt for Kanou's laboratory, the Auction cleanup, several raids on Cochlea, the Rushima landing, the Washuu Clan ambush, the Clown Siege, the Goat wipeout, and the closing Defense of Tokyo. Kichimura Washuu, operating under the alias Souta, sat at the heart of many of these schemes.

Roma Hoito founded the group, and its roster gathered some of the series' most elusive ghouls: Itori, Nico, the defector Shikorae, Uta known as No Face, the priest Donato Porpora, Ganbo, and Kichimura Washuu, alongside many unnamed faces. Their reach explains a recurring pattern, since nearly every major ghoul organization hosted a Clown somewhere in its ranks. Uta, Itori, and Roma kept ties to Anteiku, Nico spent time with Aogiri Tree, and Souta moved through the Gourmet Restaurant, the CCG, V, and the Sunlit Garden. Associates such as Akihiro Kanou and figures from V rounded out their web of connections.
