Great Wheel Act

The Great Wheel Act is a body of humans who back the ghoul cause, working quietly in the hope that ghouls will one day earn a recognized standing in society. Many similar movements sprang up in the wake of Sen Takatsuki's book King Bileygr, yet nearly all of them were forced to stop; this one endured and kept operating.

Careful to stay within the bounds of the Ghoul Countermeasures Law, the group holds practical assets such as its own medical staff. Outsiders frequently brand it a cult.

Rather than open confrontation, the organization favors discreet activity beneath public notice, choosing to avoid any breach of anti-ghoul legislation. Its resources, including a dedicated medical team, let it offer care and support without drawing hostility from the authorities.

Its roots trace to a handful of students at Kamii University who held that only the chance of birth divides humans from ghouls. Those early founders, guided by a medical student, tested ways of treating both species alike. The circle eventually fell apart before reforming into its present shape, spurred by fresh attention after Sen Takatsuki admitted publicly that she was a ghoul.

Hisashi Ogura serves as Vice Secretary, and Jirou Yamamoto counts among the ranks alongside many unnamed supporters. Kimi Nishino, a medical student, stands as a founding figure, though whether she remains active is not confirmed.
