Reserved for the elite Special Class ranks of the anti-ghoul agency, this gathering functions as a prestigious council. Those seated together review the troubles currently confronting the Commission and single out the ghouls judged most perilous to the city.

Several such assemblies punctuate the story. One convened after the assault on Kanou's laboratory, where the attendees flagged the rise of a half-kakuja called Centipede and confirmed that two Owls stalked Tokyo, a session that set the Owl Suppression Operation in motion. A later meeting, following the Tsukiyama family's extermination, turned toward crushing the Aogiri Tree and greenlit the Rushima Landing Operation. Afterward the council read the final wishes of former chairman Tsuneyoshi Washuu, put Souta Washuu-Furuta forward for Bureau Director, and branded the self-declared One-Eyed King a Special Wanted Criminal. On the eve of the Clown siege, the investigators dissected the Clowns' raids on branch offices and floated the notion of Suzuya stepping into Arima's legendary shoes.

Attendance drew the senior figures of the Commission, among them Yoshitoki Washuu, Itsuki Marude, Koori Ui, Juuzou Suzuya, and Souta Washuu-Furuta across the various sessions. Only Koori Ui and Haise Sasaki are known to have joined while still holding the lower Associate Special Class rank. Kishou Arima, for his part, routinely avoided the conferences altogether, dispatching either Ui or Sasaki to stand in for the S3 Squad in his absence.
