
The sixteenth chapter of Tokyo Ghoul deals with the fallout of Ryouko's death, as Yoshimura counsels restraint against a cycle of revenge, Kaneki drowns in guilt, and an enraged Touka sets out to hunt the investigators anyway.
Touka comes back from school to find Anteiku shuttered. Inside, Yoshimura asks her upstairs, and the grim faces there tell her something is wrong before he confirms that investigators killed Ryouko Fueguchi. Furious, she asks after Hinami, and Yoshimura explains he will shelter the girl at Anteiku for now, though she will eventually have to relocate to the 24th Ward. Touka protests that Hinami cannot survive alone and argues they should strike down the investigators before any information is gathered on her.
Yoshimura refuses, warning that such an attack would brand the 20th ward as a nest of hostile ghouls and invite waves of investigators until every ghoul is wiped out. When Touka calls the reasoning weak, he counters that the real tragedy is a life consumed by an endless cycle of vengeance, and she begins to suspect the words are aimed at her. He urges Anteiku to stay careful and thanks Kaneki for keeping Hinami safe.
