Summary

After yet another fruitless training session, Touka Kirishima chides Kaneki for leaning on sugar cubes to keep himself fed. They agree to resume the next day, and she tells him to meet her after her classes let out. Kaneki waits outside her school, where she arrives with borrowed clothes for a cover, handing him a boys' uniform and joking that he compares it to cosplay. She ruffles his hair and does away with his eye patch to complete the look.

Their destination turns out to be the headquarters of the Commission of Counter Ghoul. Kaneki balks at walking into the enemy's stronghold, but Touka hauls him inside, where a board displays wanted posters for ghouls like Tsukiyama, Rize, and Hinami. Because the CCG accepts tips from civilians, the pair pose as pupils of Shuuyuu High School, registering at the front desk under fake names, with Kaneki using "Kanemoto," and are handed a form to complete. While waiting, they catch an investigator discussing the Gourmet case.

Kaneki asks about a strange gateway on the platform overhead, and Touka identifies it as the Rc Scan Gate, a device that flags ghouls by reading their Rc cell levels. She notes it remains unfinished for lack of funding, and that once such machines spread worldwide, ghouls would be driven back underground.

An upbeat information officer named Ruisawa greets them, striking Kaneki as oddly friendly for someone on the opposing side. Touka spins a story about spotting a ghoul by the riverbank near Kasahara Elementary at the edge of the 20th Ward, describing clothes that make Kaneki uneasy, since the details echo Hinami and risk exposing her. Ruisawa lets slip that investigators do carry handguns, that two are assigned to the ward, and that she is smitten with Koutarou Amon; she also confirms the pair killed Ryouko Fueguchi and are hunting Hinami. When Touka calls the killing of an innocent child heartbreaking, Ruisawa retorts that ghouls are not people and must be eliminated.
