Hoping to stall, Kaneki lunges, recalling Touka's lesson that a ghoul must fell an opponent in a single strike because human and ghoul bodies differ so greatly. His attack misses and Amon slams him to the ground, dismissing him as a human wasting his time and mocking his choice of mask. Kaneki lands a kick and wriggles free.
Each combatant retreats into his own thoughts, with Amon reminding himself that seasoned investigators are a breed apart and he must not let his guard slip. Kaneki resolves to fight at full strength, activating his kakugan to Amon's surprise. Amon draws his quinque and swings, leaving a shallow cut on Kaneki's cheek.
Elsewhere, Kureo Mado corners Hinami Fueguchi and reveals he knows Touka's identity was faked, preferring to address her by her codename, Rabbit. He explains that Touka came to the Commission of Counter Ghoul to sow false rumors for Hinami's benefit, and admits the CCG lacks real intelligence on the girl, so she should be killed the moment her face is known. As Touka's rage mounts, Mado brags that he has already reshaped Ryouko Fueguchi's kagune into a weapon, insisting ghouls have no right to peace because society brands them monsters. He readies that quinque and opens his duel with Touka, fearing she could grow as troublesome as the 20th Ward's One-Eyed Owl if allowed to survive, and he blocks her strike with a second quinque forged from Hinami's mother.
Kaneki fights Amon largely to stall for time and activates his kakugan for the first time in the clash, taking a cut from Amon's quinque. Mado exposes Touka's alias Rabbit and the CCG's thin knowledge of Hinami, then attacks Touka using the quinque built from Ryouko Fueguchi's kagune. He voices his fear that Touka could become a threat on the scale of the One-Eyed Owl.
