
Intelligent Person, also translated as Expert, is the eighty-second chapter of Tokyo Ghoul, part of the ninth volume. Its centerpiece is a technical primer on Rc cells and quinque manufacture, and it steers Amon and Akira toward interrogating Donato Porpora.
Yukinori Shinohara and Juuzou Suzuya tour the 1st Ward's CCG Laboratory Division, the birthplace of quinques, Q-bullets, and Rc gates. The head researcher, Doctor Kouitsu Chigyou, greets them and walks them through how a ghoul's kagune becomes a weapon.
Rc cells, he explains, move between the kakuhou and the kagune. Because a quinque cannot feed or emit its own Rc signals, it needs a preservative to keep those cells alive. In a living ghoul the cells surge from the kagune's root through three phases: they bond together, hold a set shape for a while, then break apart. Since each kagune runs that cycle at its own pace, quinques come in many weights and forms, but the lab has never mastered the bonding phase, so a finished quinque stays locked into a single shape. Juuzou takes up his new weapon and dubs it Juuzou's Jason.
Itsuki Marude reports to Tsuneyoshi Washuu that the 1st Ward's 2nd Countermeasure Division has taken over the Aogiri case, and Tsuneyoshi rebukes him, demanding the inquiry move faster to hold down the death toll. Marude and Yoshitoki Washuu then weigh the CCG's options against Aogiri and the Cochlea break-in, and Yoshitoki suggests wringing information from captive ghouls such as Donato Porpora while tracking down the anonymous source who exposed Aogiri's hideout.

It lays out the science of Rc cells and quinque production and closes with Amon and Akira driving toward Cochlea for their interview. Hideyoshi Nagachika is hinted at as the unnamed informant.
