Nico slips into the room and tells Banjou, Nishiki, and Seidou that Roma Hoito's severed kagune acted as a distress beacon that led him to them. He clarifies he has not come to reclaim her but to earn favor with Kaneki, and though he cannot heal her, he suggests a doctor. Seidou objects that medical help is impossible, since Roma broke ghoul countermeasure law by shielding him. Nico then delivers grimmer news: Akira Mado is close to death, and the Rc cells flooding her body must be removed. He offers two routes to do it, Doctor Akihiro Kanou or the Great Wheel Act.
Naki storms in with Hooguro and Shousei Idera trailing him, demanding to know why Tsukiyama wanted the white suits. Tsukiyama brushes him off and points him toward Kaneki, who has just entered. Still blaming Kaneki for Yamori's death, Naki listens as Kaneki explains that Yamori saw ghouls as creatures meant to prey on one another, and that he killed him only to survive. When Kaneki asks how to win the White Suits' allegiance, Naki answers that in the 13th ward strength decides everything. Miza Kusakari tries to stop the clash but is waved off, and the duel mirrors Kaneki's old fight with Jason, ending in Naki's defeat and the White Suits falling under Kaneki's command.
Kaneki informs Nishiki that the White Suits have joined them and is handed the card Nico gave earlier for contacting the Great Wheel Act, a ghoul support group backed by a medical team. Nishiki argues they should relocate since their position is probably compromised, but Kaneki chooses to stay and calls the human organization anyway. He looks in on Akira before sitting down with the group alongside Tsukiyama and Nishiki, where a man named Hisashi Ogura introduces himself as one of their members.
