The CCG moves on Zeum Hall to link up with Mutsuki and Juuzou Suzuya. En route, Matsuri Washuu presses Daisuke Atou for blueprints, explaining that a real operation rests on strategy rather than brute fighting, which is the purpose of Division II. In the convoy, Haise Sasaki drills his squad on safety and orders them to withdraw if the situation turns, a caution Saiko welcomes and Urie finds tiresome. A call from Akira Mado relays the plan but reveals that contact with Mutsuki has been lost, leaving the squad, save for Urie, eager to find him.
At the hall Matsuri names the goals as wiping out the ghouls, Big Madam above all, while claiming to prioritize civilian safety, a line he privately keeps up only for appearances since his true focus is the promotion to Special Class. Inside the Grand Hall, Hinami Fueguchi strains to read the surrounding threat through overloaded senses and works out that attackers are closing from the front and sides. Ayato Kirishima sends Naki and Miza to punch a gap in the enemy while he guards Big Madam, and steadies a panicking Saeki by putting him with Hinami.
Suzuya and Big Madam spot one another before Ayato cuts in, letting Big Madam flee while the two fighters clash. Kanae von Rosewald and Matsumae struggle in the stands, with Kanae bent on seizing Mutsuki for Tsukiyama. Outside, the CCG calls for surrender; a confused Naki charges the investigators to Miza's frustration, and the two draw calls for reinforcements. Nutcracker, oblivious to the raid, is tripped by Mutsuki, who escapes as she cries over her money. Fighting Suzuya without his usual quinque proves hard, and Suzuya wishes his partner would arrive. Having slipped free, Mutsuki hides and fixes on the crucial point that details of the operation had leaked, only to be found by Kanae.
Matsuri lays out a deception that puts Big Madam's capture above the stated goal of protecting civilians while eyeing a promotion. The auction turns into a battle as Ayato deploys Naki and Miza and duels Suzuya, and the CCG calls for backup. Mutsuki escapes Nutcracker and realizes the operation was compromised by a leak before Kanae corners him.
