Shion Satomi is a Rank 1 ghoul investigator with the CCG, one of the operatives created from winners of a reader recruitment drive. She serves as deputy leader of the Shibashi Squad during the auction sweep and dies with her comrades in the strike on the Tsukiyama stronghold.
The manga never fixes Satomi with a detailed physical portrait, showing her chiefly through her role as a young female operative of the Commission. Her design traces back to the franchise's investigator recruitment campaign, where she was built out of one of the twenty selected applicants. Within the operation notes attached to the chapters, the descriptive trait paired with her is natural.
What surfaces of her character emerges in her last moments. When squad leader Nobu Shimoguchi tried to shield his subordinates by claiming that he despised them, Satomi answered with the opposite truth, admitting she had grown fond of him. Rather than run, she held her ground beside her wounded superior, a choice that ended her life and marked her as loyal and warm toward the people she worked alongside.

Satomi took part in two major CCG campaigns. She acted as second in command of the Shibashi Squad during the operation that dismantled the ghoul auction, then joined the Shimoguchi Squad for the assault on the Tsukiyama household. During that later raid, her unit pushed into the Luna Eclipse building and came upon Kanae von Rosewald standing alone amid a scatter of mangled bodies. Shimoguchi ordered an extermination, but the ghoul tore off his arm before he could close the distance. When he tried to spare the rest of his team, Satomi and Miho Toga refused to leave him; the two women were killed by Kanae as they moved to protect their leader.
