Guilty Shadow

A flashback returns to the Warriors' trainee days, when Bertolt, Reiner, and Annie puzzled over why the suicide victim had confessed his story to them. Annie guessed the man craved forgiveness they had no right to grant after abandoning Marcel; Bertolt suspected he simply wanted someone to pass judgment on him.

In the basement beneath the Tybur stage, Reiner stands frozen before Eren while a bewildered Falco asks whether the two are not supposed to be friends. Eren thanks the boy for the delivery, invites Reiner to sit, and lets the threat speak for itself: the hall above them is packed with festival-goers, and his hand is already bleeding. Reiner sits. When Falco tries to slip out, both men make him stay. Above ground, Kiyomi Azumabito wishes Willy well before quietly ordering her bodyguards to depart, while in the stands Karina Braun and Annie's father trade news; he refuses to accept that his daughter is dead. A soldier claiming to speak for Magath draws the Warriors away from their seats, and Pieck and Galliard are dropped through a trapdoor into a pit.

Willy's production recounts the accepted history: Eldia's Titans crushed the world for centuries, the empire devoured itself in the Great Titan War, and the hero Helos with the Tyburs drove King Fritz to his island refuge. Then Willy overturns it all. Karl Fritz was a pacifist who mourned Marley's suffering, staged Helos's heroics with the Tyburs' help, engineered his own empire's fall, and never intended to unleash the Wall Titans. His vow renouncing war bound his successors, and had Marley one day come to destroy Eldia, they would have accepted annihilation. That fragile arrangement is now broken: the Founding Titan has fallen to someone without royal blood. Willy names the enemy marching on the world's peace as Eren Yeager, just as Eren tells Reiner that he came to Marley for the same reason Reiner once crossed the sea. He had no other choice. Reiner begins to shake, and Falco grasps who "Mr. Kruger" really is.

Eren holds Reiner and Falco in the basement under implicit threat of transforming beneath the crowded plaza, his bleeding hand making the stakes plain. An unnamed soldier, later revealed as Yelena, lures the Warriors from their seats, and Pieck and Galliard fall into a trapdoor snare.

Willy Tybur publicly dismantles a century of propaganda: Karl Fritz, not Helos, ended the Eldian Empire, the threat of the Rumbling was a bluff, and the 145th King's ideology of accepted destruction governed the Walls all along.

Kiyomi Azumabito withdraws her retinue before the declaration, hinting at foreknowledge. Willy closes by branding Eren Yeager a rebel against world peace, and Falco realizes the wounded veteran he befriended is a Titan from Paradis.

The title's guilty shadow cuts both ways: the opening flashback about a confessor seeking judgment mirrors Eren's own posture toward Reiner, seeking out the man whose crime shaped him while committing the same sin. Eren's line that he had no other choice deliberately repeats Reiner's justification for Wall Maria.

The chapter opens volume 25, published November 9, 2017 in Japan and the previous day in the United States. It is adapted in the anime episode "Declaration of War" and runs between "Good to See" and the chapter "Declaration of War".
