Shin'etsu Kisaragi is an anime-only Shinigami who once held a seat in the First Division and left behind a son, Shusuke Amagai. His volunteer mission into the Kasumioji compound ends with a forced Bakkoto and death at his own captain's hand.
Shin'etsu wears his dark brown hair loose and unkempt and sports a short beard. During his days as a seated officer he dressed in the standard Shinigami uniform, though his had gone ragged and torn.
When the Kasumioji Clan began building the Bakkoto, Central 46 turned down Captain Genryusai Shigekuni Yamamoto's request to look into the clan, yet Shin'etsu offered to slip inside their compound anyway. There Gyokaku Kumoi caught him and forced a Bakkoto onto him, then ordered him to kill whoever had sent him in. He made his way back to Yamamoto and attacked; the old captain, though reluctant, released his Shikai and cut him down. His son, Shusuke Amagai, reached the dying man in time to hear his warning to beware the Bakkoto.

Shin'etsu's Zanpakuto was an ordinary katana with a rectangular guard and a hilt wrapped in dark cloth; its Shikai was never revealed, and he never reached Bankai. The experimental Bakkoto pushed onto him carried two curved, hook-shaped extensions at the ends of the blade, and whatever powers it held were never shown.

Shin'etsu Kisaragi was killed by his own captain, Genryusai Shigekuni Yamamoto, who reluctantly released his Shikai after a Bakkoto forced onto Shin'etsu drove him to attack.
