Hyottoko is the C-Class Rank 347 hero of the Hero Association, a masked fighter who borrows both his name and his comical metal face-covering from the traditional Hyottoko figure. He usually works alongside other C-Class heroes and later joins the Tank Topper Army.
He keeps his face behind a metal Hyottoko mask, the goofy, lopsided theatrical visage that gives him his hero name, leaving only his eyes exposed. The rest of his getup evokes a stock Japanese burglar.
Hyottoko is hard on himself. When Red Nose floated the idea of him and Studless capturing Garou, he shot it down at once, insisting even an S-Class would fall to the hunter. He carries a genuinely heroic streak too, throwing himself into rescuing civilians while still nursing his own wounds after Tatsumaki leveled the Monster Association base. A more vindictive side surfaces once Garou has been beaten and ringed by heroes, when Hyottoko joins in on pummeling him.

He first appears trading rumors about the Z-City ghost town with fellow C-Class heroes at a bistro, chatting with Gasmask Cowboy. Later he cautions Mumen Rider that the sea monster menacing J-City is far beyond C-Class hands. During the hero hunt he is discussing the Tank Topper Army's defeat with Red Nose and Studless when Garou ambushes the trio and leaves them beaten in the street. After Tatsumaki tears apart the Monster Association headquarters, he joins the flood of heroes clearing rubble, searching for survivors, and moving the wounded to safety, and he is among those surrounding the depowered Garou when King interrupts the group.
In the Neo Heroes era, impressed by Tanktop Master's showing on the battlefield, he, Gasmask Cowboy, and Studless petition to join the Tank Topper Army, and he is later seen building himself up with weights. As a low-ranked C-Class hero he tends to rely on numbers rather than fight alone, and little is confirmed about his solo strength beyond the hint that his rank marks him as unremarkable. He fights unarmed in a style built on the loach-scooping folk dance and carries a fish-catching basket as his tool.
