
Tomie Takami is the mother of Keigo Takami, the hero Hawks, and the wife of the murderer who fathered him. Hollowed out by years in hiding, she gave her son nothing, then asked him why he had been born at all. The Hero Commission's intervention changed her life without ever squaring that debt.
Two spare eyeballs drift around Tomie's head, the product of her Quirk. She is middle-aged and average in height, her eyes sunken and gray-blue, her hair a dull copper shade falling to the shoulders, thick and feathery enough to resemble a bird's down more than hair. She has been seen in a snug white dress striped horizontally in black, and in a loose long-sleeved one matching the color of her eyes.
Tomie is emotionally hollow and badly broken. She loved her husband deeply, enough to hide him from the authorities after he killed a man, and she pleaded with him to stay home whenever he went out. The marriage was poisonous anyway, forced on both by how their union came about and by a son neither had planned for.
That son received nothing from her. She stood by while her husband beat him and offered no comfort of her own, and once the arrest put them on the street she asked Keigo why he had been born and what good his wings were if he could do nothing useful with them.
Regret arrived later, after Keigo secured them the Hero Public Safety Commission's help, and a life she had not earned. Cornered by villains and made to give up her husband's past, she wrote to her son to apologize and to tell him she was proud of him, then left rather than add to his troubles. The cowardice never fully lifted, though. She has still never answered for how she treated him, and fleeing her home spared her from facing him about what she had done.

Tomie met Takami and sheltered him after he murdered a man over pocket change. Keigo was conceived while they were hiding, and the three lived cut off from everyone. She contributed almost nothing to raising him. Once, to quiet a boy loudly demanding to go outside, she took him to a marketplace and bought him an Endeavor doll, telling him to grow up as strong as the hero. When her husband came home and ordered the boy never to set foot outside, she offered that the television was broken. He ignored it, told her to find him work, and remarked that he would be free as a bird had the boy never been born, while she asked him not to leave.
Endeavor, then ranked second, eventually caught and arrested him. Fearing arrest herself for harboring a fugitive, Tomie took Keigo and abandoned the house. She had neither the skills nor the mental footing to hold a job, and they ended up living on the street. Keigo suggested going to the police; she told him to go make money instead, and asked what his wings were even for.
He answered by using them, pulling several people out of a high-speed crash. That drew the Hero Commission, which found him, learned the situation, and offered Tomie protection and a fresh start on the condition that every link to the Takami name be erased. She accepted, drew compensation from the Commission, and moved into far more comfortable circumstances. Before the Paranormal Liberation War opened, Dabi's men forced their way into that home and threatened her until she gave up every detail of her husband's crimes. She then left, writing a note that set out what had happened and told him she was proud of the man he had become.
Her unnamed Quirk grants her two additional eyeballs that hover about her, letting her observe from angles her own head cannot reach. Given the life she led and her husband's approval of the ability, she most likely used it to keep watch for law enforcement.
