Kōtarō Fūma is a tokubetsu jōnin and the head of the Konoha Military Police Force. A stern, exacting investigator with a sharp analytical eye, he leans on Team 7 across a long string of cases and quietly hopes Sarada Uchiha will one day join his ranks.
Kōtarō is a fairly tall man with broad brown eyes, heavy eyebrows, and short brown hair. His outfit is the standard police kit: blue trousers and shirt worn under a blue vest and cap bearing the Konoha Military Police Force crest. A large belt slung across his left shoulder holds an oversized Fūma Shuriken at his back, and a bandage-wrapped tantō sits sheathed on his right leg.
Duty defines Kōtarō. He approaches police work with grave seriousness and total commitment, yet he weighs justice above the strict letter of the law, holding back harsh sentences when fairness calls for it, as he does with Hibiki and Kodama. Courteous even under insult, he answers provocation with a level head, though he has little patience for repeat troublemakers like Nezumi Kaitō and moves quickly to see them jailed. His rank lets him drop the usual formalities, and he genuinely enjoys meeting new faces, greeting even fresh genin warmly. Above all he longs to see Sarada Uchiha enlist, since her clan has staffed the force for generations.
As its head, Kōtarō is a capable ninja and a skilled manager of his officers, personally combing through every case and keeping tabs on anyone with even a small part in it. That same gang draws him in deeper when a jewel heist points to an inside job; he recruits the newly promoted genin to widen the search and, after Naruto captures Gekkō amid a genjutsu-fuelled riot, personally interrogates the culprit. He probes an attack near the village gate during Mitsuki's disappearance, briefs Team 7 for their infiltration of Hōzuki Castle against the Mujina Bandits, and unravels the theft by Nezumi Kaitō, who had hidden stolen jewels by feeding them to a cat.
Assigned to shield the businessman Kaneki from the Rain Killer, Kōtarō hides Team 7 on the roof after Kaneki spurns their protection, only for Samidare Amaashi to snatch the man while posing as an officer. When word of Kara spreads, he backs sealing the village gates, and he later traces a run of attacks on former Wind Release users back to their true cause alongside Team 7. After an explosion tears through an Academy festival, he questions Kawaki, Himawari, and Eiki, and once an assassin dies fighting Kawaki, he inspects the body and notes that he must report the matter to the Hokage.
