Samidare Amaashi is a former shinobi turned serial murderer, known across the New Era as the Rain Killer. Broken by the death of his sister in a corporate chemical accident, he stalks the executives who let it happen, weaponizing the rain itself to carry out his revenge.

Samidare spent years as a shinobi who put missions ahead of the people he loved. When his sister Mikazuki died in a Kaneki Corporation plant accident, he dug into it and found that her superiors had knowingly forced a hazardous project forward to stay competitive, then dismissed the dead. Their contempt turned him into a killer. He fights with the agility, strength, and speed of a trained ninja, drops a man like Kaneki with one blow, and swims well enough to lurk underwater in a raging river. His deadliest tool is Water Release: he sharpens falling raindrops into ultra-thin needles capable of slaughtering a crowd in an instant.
His campaign falters when he hesitates over a third victim and takes a wound in return. Mitsuki tends his injury, and after Samidare abducts the Kaneki Corporation's president by posing as a police officer and striking outside his usual rainy schedule, Mitsuki exposes and defeats him.
