Alongside the First Kazekage, Shamon attends the earliest meeting of the five Kage, sitting in as the villages talk and Hashirama Senju urges them toward cooperation. When Reto is assassinated, Shamon inherits the title and rules Suna. He pours his energy into military strength, favoring puppets over living shinobi, exploiting the desert around the village and its fresh ninjutsu to let fighters command several partners at once. He also probes the tailed beasts, hoping to bring Shukaku to heel, and under him Suna makes remarkable strides. Assassins eventually end his life, a death many chalk up to a supposed curse on the Kazekage bloodline.
Long after, once Sasuke Uchiha and Naruto Uzumaki seal Kaguya Otsutsuki away, Hagoromo Otsutsuki calls Shamon and the other fallen Kage back from the Pure Land to help summon the tailed beasts, Team 7, and Madara Uchiha out of Kaguya's dimension, after which his soul returns to rest.
