Reto holds the title of First Kazekage, the founder who raised Sunagakure in the Land of Wind. Said to have bent every desert-dwelling shinobi to his will through sheer force, he was a hard-nosed negotiator whose reign, like those of the Kazekage after him, ended at an assassin's hands.

Appearance

Reto's brown hair spikes up and was usually fixed toward the back, with the remaining strands lying flat. He wore a dark suit that rose into a mask over his mouth, lowering it only when he saw fit, and over it draped a blue poncho-style haori set off by a thick white collar. His eyes appeared stone grey at the first Kage gathering and black in later depictions, and he wore the distinctive Kazekage headpiece.

Personality

Reto approached matters like a shrewd businessman, never letting sentiment color the terms of any pact he might put his name to. Yet that coldness came from devotion, since he cared enormously for his nation and its people. It was on their behalf that he pressed at the first Kage summit for advantages such as a slice of the neighbouring Land of Fire's fertile ground and hefty financial payment, and when the others balked that his demand for thirty percent ran too high, he would not give ground and even threatened to withhold his signature.

History

Reto attended the first assembly of all five Kage, brought there beside the future Second Kazekage, Shamon. He reminded the table that their arrangement rested not on feeling but on how the tailed beasts under Hashirama's control would be divided, then revealed that Suna already held one of them, Shukaku, and demanded further compensation. When talk of war rose and Hashirama pleaded for cooperation, Reto grew solemn at the Hokage's appeal. His death came young and violent at the hands of assassins, a fate later regarded as a curse clinging to the Kazekage line. As the founder who unified the desert people, his strength was beyond question.

Long after his death, following Kaguya Otsutsuki's sealing by Naruto Uzumaki and Sasuke Uchiha, Reto and the other deceased Kage were called back from the Pure Land by Hagoromo Otsutsuki to help pull Team 7, the tailed beasts, and Madara out of Kaguya's dimension. Once Hagoromo praised the young shinobi, the souls of Reto and his fellow Kage returned to rest. His Naruto Mobile profile recounts that before founding Sunagakure he ended an age of civil strife in the Land of Wind through overwhelming force, then worked to strengthen the nation through diplomacy, fighting there with Wind Release that stirred sand into his storms.
