
Mister Liu is a fearsome crime boss who once led the global syndicate known as the Order. Able to project his soul as a colossal Eastern dragon, he menaces rival kingpins and heroes alike, surviving death itself only to be manipulated back into the fold he once ruled.
Liu is an aged Chinese man, bald and hard-eyed, his brown gaze mirroring his merciless streak. Extensive machinery has been grafted into his body, replacing his lower jaw, mouth, and tongue, upgrades that both extend his life and help pen in the dragon spirit bound to him. When he casts out his soul, it takes shape as an enormous serpentine dragon capable of flight, searing fire breath, and crushing strength. After his first death and return, a large scar marked his forehead where Machine Head had shot him, and his weakened body came to depend on a steady supply of oxygen through a mask.
Liu carries himself as a brutal underworld boss, hot tempered and demanding absolute obedience from anyone he deems beneath him. His dragon shape amplifies that ferocity into near-feral rage while leaving his cunning intact, and he leans on it heavily, fearless in unleashing it so long as his fragile human body stays guarded. Threaten that body, though, and he will do anything to escape harm. He plays a patient game when it suits him, thinks nothing of endangering his rivals' loved ones, and keeps crude fallback plans, including resurrection, ready in case he falls. For all his aggression he knows when he is beaten, dispatching others to finish jobs he cannot handle directly, and he will submit to a stronger power once truly overwhelmed.
Liu clawed his way into the Order, a transnational criminal council, through sheer viciousness, becoming one of its most feared figures and ultimately its leader. In late 2022 his dragon form assaulted Rome while Debbie Grayson and Omni-Man vacationed there; Omni-Man shrugged off Debbie's plea to intervene, content to let Cecil's people earn their pay as fighter jets moved in. The following year he turned his dragon loose on Titan and Isotope during a meeting over control of Chicago.
Later Liu leaned on Titan to spring Multi-Paul from Payton Penitentiary after Invincible caught him. When the rescue failed and Titan wavered, Liu began threatening the man's family, pushing Titan to conspire with his old enemy Machine Head. With unwitting help from Invincible and Atom Eve, the plot toppled Liu, and Machine Head killed him and claimed the Order in exchange for letting Titan run Chicago freely. Liu's bodyguard then revived him through obscure magic, but he came back frail and unable to wrest the Order back. Machine Head, wanting both men in the fold, quietly steered the vengeful Liu toward Titan once more. Liu sent Magnattack to kill Titan's family and failed, then confronted the family himself, overpowering young Oliver until Invincible arrived and forced him to flee with his bodyguard. With his vulnerable human body exposed every time he transformed, Liu finally had no option but to rejoin the Order alongside Titan.

Mr. Liu rose to lead the criminal syndicate known as the Order before being toppled and killed by Machine Head. His bodyguard later revived him through magic, but he returned too weak to reclaim power and was eventually maneuvered back into rejoining the Order alongside Titan.
