Telia has a slim figure and pink-toned hair arranged into five distinct bangs. On duty she favors a uniform that runs mostly red, sometimes shifting to black, while off duty she switches to a compact dress in white, dark gray, and pink. Tentacles occasionally appear as part of her form.

She keeps a calm, receptive outlook and handles situations with an even temper, though a lively spark surfaces from time to time.

As a high-ranking general within the Coalition of Planets, Telia steers its forces through the grueling campaign against the Viltrum Empire and the worlds it has seized. Her leadership carries the organization through repeated crises. Alongside that command role she shares a relationship with Allen, who answers to her both as a soldier under her orders and as her partner.
